HR 1835 - introduced in 1997-98 legislative session
Roger Pilon, CATO's Vice President for Legal Affairs, in testimony before the Senate Judiciary Committee on July 21, 1999, makes the case that there are problems with the off-stated remark by the law enforcers that "forfeiture is an important tool in the war on crime". The testimony is online in the article, "Oversight of Federal Asset Forfeiture: Its Role in Fighting Crime".
